Ever since Kuro Games started marketing Wuthering Waves, it was obvious that they were planning to have a vast and evergrowing cast of characters divided into various elements and the weapon type they wield. When you have that many characters in a game, a gap in the power level is bound to appear.

This tier list considers every five-star to be at zero Resonance Chain except Rover since you can get all Wavebands for the main character for free. While you can get two free Wavebands for each character in the Afterglow Coral shop, they’re quite expensive, and it wouldn’t be fair to consider every five-star on the second Resonance Chain.
On the other hand, every four-star is considered to have their entire Resonance Chain unlocked as this is easy to achieve the more you play. However, more value has been given to the base kit of these characters. Moreover, in a live-service game like Wuthering Waves, the meta changes all the time depending on the endgame content and the new characters added to the game.
S-Tier Resonators
These are the best resonators you’ll find in the game based on their overall value:

Camellya is arguably one of the best DPS characters in the game as she can deal massive damage with her buffed skill and basic attacks right after while also dealing decent damage with her Liberation. |

The Magistrate of Huanglong, Jinhsi has been a major part of Wuthering Waves’ story, and she’s also a great on-field DPS in the game’s combat. She has a specific combo that you can use to get her buffer Resonance Skill. Once you execute this combination properly and build a ton of Incandescence stacks on her, you’ll be able to see some damage numbers that you’ve never seen before with her Liberation and special Skill. |

From massive on-field and off-field DPS to phenomenal support abilities, Yinlin has everything. She can deal some respectable on-field DMG with her Resonance Skill while triggering the off-field DMG with a special heavy attack. Moreover, she buffs the next character’s Electro DMG and Resonance Liberation DMG with her Outro Skill, making her a full package. The only thing you need in Yinlin’s team is a sustainer. |

Verina is the only five-star healer in the game at the moment, which already saves her a top spot in the meta. However, more than that, she can also deal off-field damage and provide an overall damage boost to other characters. |
Mortefi |
Four Star |
Mortefi boosts an ally’s Heavy Attack DMG, which can be used by a ton of DPS units. Moreover, he can deal quite a high amount of on-field and off-field damage through his Marcato attacks. After unlocking his Resonance Chain fully, you can also enjoy a whopping 20 percent ATK boost for all allies. |
Baizhi |

Not everyone will have Verina on their account early on, which is where Baizhi’s healing will come into play. However, it’s important to point out that she needs quite a lot of field time at zero Resonance Chain. However, once you get a few Wavebands, this field time won’t feel as bad since she can deal more damage, revive a character, and increase party-wide Glacio DMG. |

Encore is quite a well-rounded character who feels quite good to play. She can deal a ton of damage with all her attacks while also dealing some damage off-field with her Outro Skill. |
A-Tier Resonators
These are the units that will still easily beat the endgame content, but they have a slight disadvantage compared to the S-tier units:

Zhezhi is quite a phenomenal character when it comes to dealing off-field coordinated-attack damage. The only reason that she’s not in the highest tier is the lack of main DPS characters to use with her. |
Changli |

When you take a look at Changli’s kit, you’ll easily realize that she’s one of the best characters to have in the game. However, she was released at the wrong time since the main aspect of her kit is the Fusion and Resonance Liberation buff she provides. Unfortunately, there aren’t any characters who can make good use of this except Chixia. The lack of team compositions put her in this tier, but she’s quite a future-proof character and will get much better when synergistic units are released to the game. |
Jiyan |

Before saying anything else, it’s worth mentioning that Jiyan’s play style is very satisfying, especially during the Resonance Liberation. He can deal a ton of damage with his attacks, and if used correctly, he gives himself a lot of buffs. However, the requirement to have 30 Resolve or more before you use his Skill or Liberation makes it a little frustrating in the open world. |
Chalcharo |

Chalcharo’s skill set sounds quite fun and one with a lot of depth on paper, but it gets a little disappointing in actual combat scenarios. He feels a little clunky to use, especially when you have to get five stacks in his Liberation. However, the extra damage he deals after performing a successful dodge feels quite satisfying. |
Rover (Havoc) |

Apart from being far more fun and satisfying to play than Spectro Rover, their Havoc counterpart also brings a lot more to the table. While the combination you use stays roughly the same, the damage increase is staggering. |
Jianxin |
Standard Five Star |
Being a martial artist, Jianxin’s entire kit is based around her Chi. However, the best part about her kit is the various parries she can launch in different scenarios. Her self-heal and AoE damage also makes her quite phenomenal for open-world exploration. |
Yuanwu |
Four Star |
Even though he’s the least marketed character, Yuanwu has some of the strongest abilities you’ll find in Wuthering Waves. He can fill up his Forte bar even while he’s off-field and he’s great for shredding enemy’s Vibration Strength. |
B-Tier Resonators
This is where you start seeing some glaring problems with the resonators. While these don’t make them unplayable, they can still affect your battle experience quite a bit:

As a four-star character, it’s not a surprise at the placement of this character. Her outro skill is quite useful for one of the best DPS characters, Jinhsi, but she simply can’t compete with her five-star variants. |

Youhu is one of the most fun characters to use in the game due to her animations and the gacha aspect of her kit. Unfortunately, her overall damage is not quite up to par. |
Rover (Spectro) |
Free Five Star |
Spectro Rover is the first type of Rover that you’ll get as soon as you start playing the game. While their skill set and combo are easy to understand, they simply don’t deal as much damage. |
Sanhua |
Four Star |
Sanhua is a satisfying character to play, but she can feel a bit underpowered without Resonance Chain, hence her placement in this tier. However, she easily goes up to A with all her Wavebands. |
Yangyang |
Four Star |
It feels like Yangyang’s role in the team isn’t quite clear. She needs to be on the field for quite a while to get her Melody stacks, but the reward you get for consuming them doesn’t feel nearly enough. However, her Outro Skill’s energy regen is quite phenomenal for Liberation-based characters. |
Danjin |
Four Star |
Danjin is a character that stays in low health most of the time, which already makes her quite hard to use in the open world. However, she does feel quite fun to play. Her position in the meta might become a lot better when more Havoc characters get released to the game. |
Aalto |
Four Star |
The main thing dragging Aalto down is unfortunately his requirement to stay in the same area due to his mist. If you’re fighting a boss enemy that moves around a lot, his usefulness completely shatters. |
C-Tier Resonators
Finally, this tier belongs to the resonators that don’t really have a place in the current meta since the units above them can perform a lot better:

Even though Taoqi’s extra parry is quite fun to use, she doesn’t seem to have a place in the current state of the meta. This becomes especially evident when you get used to dodging enemy attacks and her damage reduction isn’t required anymore. |

While Chixia might be an okay character herself, she still doesn’t bring a lot to the table. Moreover, her sharing the element and weapon type with another S-tier four-star makes her position a lot lower. |
Lingyang |
Standard Five Star |
Lingyang is undoubtedly the most fun character to play in the game due to his aerial combo, but the part of his kit that brings fun to his play style also brings him down. You’ll realize this when you try to play him yourself. Once you activate his Liberation, which is the main part of his kit, it feels quite restrictive and unsatisfactory. |
