That said, some Devil Fruit users overcome this restriction, often with the newly afforded powers they earned in exchange for their ability to swim. While most of them won’t be going for a dip any time soon, they are all capable of crossing the water.

Kuzan
A Cold Narrow Road

Kuzan was formerly a marine admiral with the honorific of “Aokiji.” He has since defected to the Blackbeard Pirates, becoming one of the crew’s Ten Titanic Captains. He is a decidedly low-key and lazy individual, who believed justice was rarely worthy of being enacted after the Ohara Incident. Appropriately, his preferred method of transportation is a decidedly simple option – cycling.
Kuzan’s Hie Hie no Mi allows him to create, control, and become ice. By freezing any given body of water, he can simply ride across it with his bicycle, Ao Chari. He made use of this to confront the Straw Hat Pirates at Long Ring Long Land. It is unclear what happened to Kuzan’s bicycle, but he has since traveled atop Camel, a large penguin who also treads water. Camel is presumably the preferred method of transportation, as he seems to require even less effort on Kuzan’s part.

Sanjuan Wolf
Too Big To Fail

Sanjuan Wolf is a giant from the West Blue. His past crimes were said to have been awful enough to necessitate being erased from history. He was put on the secret sixth floor of Impel Down, where the worst prisoners were held, before surviving a free-for-all battle to the death Blackbeard organized to decide which prisoners would join his crew. He has since become one of the crew’s Ten Titanic Captains, being the only giant with this distinction.
Wolf’s Devil Fruit, the Deka Deka no Mi, allows him to grow even more, presumably prompting his moniker of “Colossal Battleship.” In this form, he is said to be the world’s biggest giant, dwarfing even the ancient giants, who are known for their larger size. Unlike most Devil Fruit users, Wolf seems capable of traveling through the water by simply walking across it. His size likely means that enough of his body is dry to not trigger the weakness directly. He seems to suffer from a level of exhaustion while in the water, but seems, at the very least, capable of being in it for some time, with no mentioned or displayed consequence of staying in it for too long. He was thrown into the ocean by Monkey D. Garp, implying a weakness to water is maintained, but negated to some extent by his size once his Devil Fruit is activated.

Avalo Pizarro
An Island Boy

Avalo Pizarro was a deposed ruler who, like Wolf, was sent to Impel Down and eventually became one of Blackbeard’s Ten Titanic Captains. His own Devil Fruit, the Shima Shima no Mi, allows him to effectively become an island, by merging with it and subsequently controlling it. This Devil Fruit is notably similar to Pica’s Ishi Ishi no Mi, although it allows him to merge entire islands rather than stones, causing it to seem somewhat more versatile than its counterpart. This ability has the unfortunate weakness of allowing him to be damaged by any “pain” the island itself receives, something Pica’s Devil Fruit does not entail. That said, it seems to be stronger than other Devil Fruits in one regard.
By becoming and manipulating an island, Pizarro can seemingly traverse water. Due to the Shima Shima no Mi being a fairly recent Devil Fruit, this is not heavily elaborated upon. It is possible Pizarro’s body is either not merged with the entirety of the island, or that any given “island” body is insufficiently submerged in water for it to be an actual detriment to the pirate. However, either claim is purely speculation for the time being.

Charlotte Perospero
A Candy Cruise

Charlotte Perospero is the eldest child of Big Mom and an officer in the Big Mom Pirates. He is given the role of Minister of Candy, and like a few of his other siblings in such roles, has a similar Devil Fruit. The Pero Pero no Mi allows him to create candy and seemingly fashion it into an endless variety of objects, including weapons, a prosthetic arm, and apparently, even a fully functional laboratory.

One can argue his own candy ship is arguably less impressive next to some of his more intricate creations. Perospero created a candy sea slug, which proved capable of transporting people across the water. Big Mom added her own touch to the creation by making it come alive with her Soru Soru no Mi (which allows the user to steal souls and place them into non-living objects) so it would attack the Straw Hat Pirates. While this adds to its overall efficacy, it is still worth noting that Perospero’s initial creation proved capable of taking to sea before such revisions.

Portgas D. Ace
His Own Fuel Source

Portgas D. Ace possessed the Mera Mera no Mi, allowing him to become, control, and create fire. Even if Devil Fruits didn’t rob their users of the ability to swim, Ace would still likely not fare well submerged in water. Fortunately, Ace’s crewmate, Masked Deuce, was able to fashion a raft that Ace was able to make use of. Powered by the Mera Mera no Mi, Striker is Ace’s direct method of transport across the water. Even as his allies grew, upon joining the Whitebeard Pirates, Ace made use of Striker in various one-man operations, which required him to cut a path in the ocean. He was notably seen using Striker to travel on his own during both the Alabasta arc and the cover story where he attempts to hunt down Blackbeard on his own.

Ace is notably not the only Devil Fruit user to use such a tactic. Galdino, otherwise known as Mr. 3, previously owned a boat that was somehow making use of his wax as its energy source. Enel’s flying ark, Maxim, was essentially an electricity-powered vehicle, which specifically ran on his Devil Fruit powers.
