Wano was the series’ most important arc and was preceded by a short one that dealt with the Reverie on Marijoa. One of the most surprising things that came out of this brief arc was Shanks’ meeting the 5 Elders to talk about a certain pirate, which was something that caught every fan completely off-guard since these parties were supposed to be mortal enemies. However, many noticed somewhat of a discrepancy in the meeting, namely Shanks’ missing scar and the very idea of the meeting itself, prompting the theory of the Emperor having a twin.

Chapter 1134 of One Piece finally confirmed this theory after 6 years of rampant speculation within the fandom. It showed ‘Shanks’ showing up on Elbaf via teleportation pentagram along with another mysterious character, only he was hooded like in the meeting with the Elders and was still missing the scar. Although it hasn’t outright been stated, it has all but been confirmed that this was Shanks’ twin or even a clone who works for the World Government.

These are some of the strongest characters in the series and fans had, until Chapter 1134, only gotten brief mentions of them and their importance within the story. Despite this, fans had theorized that they would be the main villains of Elbaf.

It seems that the two mysterious characters deployed on Elbaf are most likely members of this mysterious group. One Piece: Red confirmed Shanks to be a former Celestial Dragon who was adopted by Roger when he was a child, belonging to the legendary Figarland family. Figarland Garling was the former Supreme Commander of the Gods’ Knights, but upon his promotion to an Elder, the position may have been taken up by Shanks’ twin, who is now present on Elbaf with another mysterious character who is likely a Gods’ Knight as well.

Due to Saul’s efforts after the Ohara Incident, the giants were able to retrieve much of the work from the remains of the Tree of Knowledge, and they have safeguarded it within Elbaf ever since.
