She was a villain who was easy to hate due to her detestable attitude and the way she manipulated Rapunzel for her own needs.
Mother Gothel had a catchy song, and her overall plot and the desperate nature of her character worked perfectly in the movie. A great Disney film needs a great villain, and she ticked that box, with some people wishing they saw even more of her throughout Tangled. But that opportunity could be on the horizon.
