The new NPC is located in a fairly easy-to-reach location, although it is easy to miss. So, to find the Submarine Worker NPC, you must go to Sub Port 01 in Tiki Outpost in Blox Fruits.
Tiki Outpost is located in the Third Sea, which means that only high-level players can reach it. If you have never been to this island, then you need to navigate to the Haunted Castle, which is easily distinguished by a huge sail. Swim to the right of the Haunted Castle, and you will find Tiki Outpost.
This island is a grind zone for max-level players, so if you are not strong enough, you should avoid skirmishes here. When you reach the pier, you will need to move to the left part of the location.
