So, we’ve decided to update our list of the best scouts in the game. We’ve added a few more names while updating the attributes of the scouts already on the list to reflect the Winter Update.
The attributes are based on the latest winter update. During a save, scouts can get better or worse, so these attributes won’t be accurate for the entire save.

Not many scouts have the attributes of Javier Ribalta at the start, as his judging player ability is 19 and judging player potential is 18. So, he’s almost perfect. His 12 adaptability isn’t bad, either, especially as he already has extensive knowledge of some of the biggest footballing countries in the world.
Plus, at the start of a save, you don’t need to pay any compensation to get him since he begins unemployed after recently finishing up a stint as a Technical Director for OM in France.

Although his adaptability isn’t great, he already has deep knowledge of several different countries, particularly those in Scandinavia. He’s also well-versed in English players, so he’s good for Premier League clubs. That said, it may not be too easy to pry him from Man United.

Juan Carlos Perez Rojo is an incredibly well-rounded scout from the start of the game. He’s excellent at judging both potential and ability. Plus, his adaptability is really good, and he already has a lot of knowledge of many countries.
The only issue with Juan Carlos Perez Rojo is that he’s already signed to Barcelona. Therefore, it may be hard to get him to leave there, and it will cost you plenty of money in the process. As such, he’s likely only an option for big clubs.
