I don´t think it will return. It´s just like Forza Horizon 3 which was decommissioned and removed from both Xbox store and Gamepass back in 2020.
Gamers who owns either physical or digital copies of those games will continue to get access though. Gladly I´d bough a physical copy so no loss on my end.
Those who still don´t have the game can buy it at discount before it leaves the Xbox Store for good.
