This Quirk is extremely powerful where one half perfectly balances out the other. The hot flames of wrath are calmed down by the cool and freezing effect of the Ice Quirk. This essentially made Shoto almost invincible in battle, provided he mastered its powers. As seen in the Final War Saga of My Hero Academia, Shoto managed to master the powers of his Quirk and came up with Phosphor, one of his strongest moves where he utilized both of these halves properly and brought out their full potential. It was clear for the fans to see that as he mastered Phosphor, he was going to become one of the mightiest Heroes to have ever lived. Eventually, Shoto will have to show himself more in major fights, and when that happens, perhaps, he will get better chances to rise even higher. Mirio still holds this rank and will likely go on to hold it for quite some time. But, there is absolutely a massive chance for Shoto to reserve this rank for himself and become the greatest Hero in Japan of the current era.
