Due to this, many fans believe that Dragon’s bounty is the highest in the entire One Piece world.


The exact reason why his bounty may be higher than even Roger’s remains a mystery, though it almost certainly has to do with the creation of the Revolutionary Army itself. Although pirates also go against the established order of the World Government, they’re mostly concerned with living their lives as outcasts and doing whatever they want, regardless of the legal repercussions. The Revolutionary Army, however, outright seeks to disrupt the World Government, destroying supply lines and crippling their ways of life to free the people of the world from subjugation.
