This weapon is absolutely broken. No matter which build players are running, it will always enhance their offensive capabilities to the maximum output. Its Legendary Perk is simply so strong that it can make Evokers practically delete High Dragons when paired correctly with certain perks.
Plus, if players want to nullify the negative aspect of it (the extra Mana cost for abilities), they just need to take the Veil Conduit perks from all Mage skill branches, then add Mana Generation and Regeneration to their rings. And there they go, causing incredible damage without having to pay the price. Again, this weapon is broken.
