Loki is also not a criminal of any sorts, at least outside of Elbaf. Within the land of Elbaf, however, he has committed many crimes, but given that this is a warland that is eternally in turmoil, this doesn’t come as a reason to the fans for the World Government to issue a bounty for him. The only reason the Government seems to have issued a bounty for him is because he possesses a legendary Devil Fruit, and he holds enough power to destroy the entire world, which essentially makes him an ancient weapon of sorts.

However, much to the Government’s respite, Loki has been chained in Elbaf and remained that way for 6 years now. And this means that the World Government didn’t have to consume themselves with this massive threat over the years. But, that will likely change very soon. Loki will inevitably be freed from his chains, and when that happens, he will most likely go on to attempt to destroy Elbaf. In many ways, Loki can be seen as some sort of a villain in One Piece. But, given the way Oda has written him, Loki seems to be more misunderstood or misguided than a villain.
This essentially means that at some point later down the line, Loki could turn out to be Luffy’s ally, and if that happens, then, Loki will most likely turn his eyes towards Luffy’s enemies as well. This means that in the battle against the World Government, Loki will be a massive advantage to the pirates. This would also mean that Loki’s bounty would need to be updated, which, up until this point, is likely only because of his potential. When Loki becomes a criminal, his reward would have to be updated and it will most likely cross into the 3 billion range, effectively making him one of the most dangerous characters to have ever lived in One Piece.
Undoubtedly, Loki has a massive role to play in One Piece, especially because he has a legendary devil fruit that has been passed down the royal line of Elbaf. Even more than that, Oda introduced him many years ago, and he seems to be central to the events of Elbaf. Loki will only go on to impress the fans even more as One Piece continues, and eventually, he will pose bigger problems for the World Government and all their allies. Hopefully, One Piece returns to expand upon Loki’s character’s character even further.
