While it could be interpreted that he wanted to protect Thor from what he saw as certain death from Hela, Loki still acted against his brother’s wishes and wanted to take his choice away from him.

He wanted to trick them into a war and made them believe that he was on their side and that victory was possible. Loki then threatens to break the balance by destroying the entirety of Jotunheim, therefore essentially committing genocide on an entire species.
