How The Organization Caused Problems For The Marines
The Cross Guild has developed a bounty system that targets Marines. They place bounties on notable Marines, which makes them a target for criminals and civilians. According to Eiichiro Oda, the purpose of Cross Guild’s bounty system is to cause chaos for the Marines. The lives of the Marines come under threat, so they have to be extra careful. The organization has put a system in place that gives bounties based on a Marine’s strength, and it is more or less an accurate representation.

Just below the Fleet Admiral are the three Admirals, and they are considered the greatest weapon of the Marines. Each Admiral has insane abilities, which allow them to take down the most sinister criminals. The Admirals are followed by the Vice Admirals and Rear Admirals. The other ranks usually don’t have any elite fighters, but the Cross Guild does keep an eye out for exceptions and assigns bounties accordingly.
Garp And Koby Are The Exceptions
Monkey D. Garp and Koby have been confirmed as the two exceptions to the Cross Guild’s ranking system. Garp is a Vice Admiral, so in theory, his bounty should be 500 million berries. However, the Cross Guild is aware of Garp’s monstrous strength. So, they have allocated a bounty of 3 Crowns or 3 billion berries to him. Garp is a living legend who has fought against the likes of Gol D. Roger, Shiki, Whitebeard, Rocks D. Xebec, etc. He is also the only Marine to have ever cornered the Pirate King in a fight. Due to his involvement in the God Valley incident, Garp came to be known as the Hero of the Marines, so his high bounty is absolutely justified. One could argue that his bounty would be the same as an Admiral’s if Garp was younger.
Koby joined the Marines as a timid person who was unable to stand his ground. However, he has grown into an excellent fighter. Currently, Koby holds the rank of Captain. Normally, Marines at this rank are given a bounty of 100 million berries. But the Cross Guild is aware of his accomplishments, which is why Koby has a 500 million beri bounty.
