By the time you have the full roster, there will be nine elite soldiers available for you to deploy against the Rebel Army, each with four different loadouts. Considering that each run allows a squad of three, that gives you 32,256 different squads!
Unlocking new characters is largely a matter of successfully completing runs – that is, reaching the end of the Sirocco City map and defeating Morden’s giant robot, Jupiter King. The number of regions you liberate before attacking Sirocco City can determine whether you unlock a new character, as will the number of characters who have beaten Morden across all your previous runs.

How To Unlock New Character Loadouts
Each character’s standard loadout, called Classic, is more than sufficient to get the job done, but by mixing and matching with other loadouts you can find some excellent synergies. Each character has one loadout that requires winning at least one run with them on your team in order to unlock; the other two can be purchased with Credits by visiting Margaret at the base between runs.
You earn more Credits by performing Sync Attacks, especially those that result in frags (kills), so make sure your team works together, especially on long runs. Even if a Sync Attack would be overkill, it’s worth doing for the extra cash at the end of the campaign.
